Muskegon County Prosecutor DJ Hilson released findings from a multi-agency probe into improper land sales and years of uncollected tax on city-owned properties.
Councilman Derrick Collins faces charges tied to a property transaction on Reynolds Avenue while Councilwoman Lashae Simmons is charged with misdemeanor willful neglect of duty over a land deal on 8th Street.
Other officials were not charged due to lack of evidence or statutes of limitation.
Hilson referred City Attorney Te Smith to the state ethics board while clearing Mayor Pro Tem Kellie Kitchen and Councilman Andre Williams of wrongdoing.
Detailing severe lack of oversight and sloppy record-keeping, Hilson recommends the Muskegon County Land Bank auction 20 remaining city properties.
He notes more charges are possible as the investigation continues.
In addition to the counts brought by the county prosecutor, the investigation has also resulted in federal drug trafficking charges against key figures including former Interim City Manager and Fire Chief Shawnderrick Roberson and four others.
Separately, the city council will hold a special meeting Thursday evening to address now-former mayor Bonnie McGlothin forfeiting her seat after unexcused absences at three consecutive city council meetings.
