Muskegon-based Parkland Properties received unanimous approval from Muskegon City commissioners to transform the former Sappi Paper Mill site on Muskegon Lake into 123-acres of residential and retail space. Named Windward Pointe, the mixed-use development will include more than 2,300 residential units, a marina housing more than 250 private boat slips along with public parks and lake access.

The site will require contamination mitigation that includes PFAS. In 2022, the state dedicated $15 million toward environmental cleanup. The U.S. Army Corps of Engineers and the Michigan Department of Environment, Great Lakes and Energy will need to approve the work before Parkland Properties can break ground. It hopes to do that next year.
