Grand Rapids Comptroller is taking the city to court over the reorganization of his department, saying the move violates the city charter by moving staff and duties to unelected officials

Grand Rapids City Comptroller Max Frantz filed motions for summary disposition in Kent County Circuit Court, arguing that a January 2025 restructuring stripped his office of financial responsibilities without voter approval, despite residents previously rejecting similar changes.

Frantz asserts the city violated its charter by downsizing his office and creating a new accounting department, answering to the city manager.

He says the Comptroller’s Office no longer controls city payments, account verification or accounting methods, although the city continues to use his reproduced signature on payments over his objections, preserving the appearance of charter compliance while bypassing the officer responsible for it.

City Manager Mark Washington has testified staff performing those duties should report directly to him.

Frantz is asking the court to restore the authority and resources necessary for his office to perform its duties as mandated in the city charter.

Asked for a response, a city spokesperson declined, saying the city doesn't comment on on ongoing litigation.

The motions are scheduled for a hearing in November 20.
