Muskegon, Norton Shores, and Muskegon Heights are working together to update their Five-Year Plan for federal funding that supports residents and neighborhoods across all three communities

Over the past five years, federal grants have funded more than $8.7 billion in local programs in the cities of Muskegon, Muskegon Heights and Norton Shores.

Now, the three municipalities are creating the 2026-2030 Five Year Plan and are asking residents to weigh in on priorities they’d like to see funded.

The federal money comes from the HOME Investment Partnerships Program and Community Development Block Grants.

It may be used for housing, parks and neighborhood improvements, public safety, community programs, and other eligible projects.

Community members are encouraged to take a brief survey to provide feedback to shape the final plan before it is submitted to the federal government.

The Annual Action Plan Community Survey can be found on the city of Muskegon website through April 9.
