Starting in January, all original copies of legal and confidential mail sent to prisoners will be destroyed.
The measure is an effort to combat drugs being smuggled as contraband, hidden in or smeared onto legal documents.
During a state house hearing, Kyle Kaminsky, the Legislative Liaison for the Department of Corrections said drug smuggling makes prisons unsafe.
"Imagine, and, and in no way am I condoning the behavior, but imagine you're purchasing a scrap of paper believing that it's somehow gonna get you high and what you're actually ingesting is embalming fluid."
The MDOC has a similar process for standard mail.
A representative of Humanity for Prisoners criticized the policy. He said the department's low pay and pensions for staffers, have driven away guards who are less likely to engage in smuggling.
