A spokesperson for the MEDC said this was not the outcome they hoped for. They're working to get back roughly $23-million-dollars in state funds that has already been distributed to the company Gotion.

The plant has long been mired in controversy. Gotion came under fire from locals for its public ties to the Chinese Communist Party.

Michigan Congressman John Moolenaar, a Republican, is chair of the House Select Committee on the Chinese Communist Party and has been a vocal critic of the project.

He says he's proud that community voices were heard.

"They put their lives on the line. They put their fortunes, their sacred honor, they were really, truly patriotic in terms of speaking out on this."

Multiple lawsuits between Gotion and local officials remain ongoing.
