The measure would charge an extra five percent tax on income above half-a-million-dollars for single filers and a million-dollars for joint filers.
The extra money would pay for priorities like schools, public health, and housing.
Democratic state Senator Stephanie Chang says that could mean shoring up Medicaid, paying for childcare, or fixing water infrastructure. But there are other options too.
“We know what a lot of the dire needs are now but things might change in the future so we wanted to keep it broad but we know that these are always going to be priorities for Michiganders.”
Critics of a similar proposal said it could raise taxes on small business owners too because of how they may choose to file.
The new effort faces an uphill battle in a divided legislature, making its odds of getting to voters low.
