Bipartisan package seeks to unify recreational and medicinal cannabis licensing

Medical and recreational marijuana licensing could become one under new bills in the Michigan Legislature.

The legislation would treat medical marijuana growers and retailers the same as recreational ones starting in March, 2026—unless local governments move to prevent that.

Republican Representative Graham Filler co-sponsors the package. He says it would make life easier for the Cannabis Regulatory Agency—or C-R-A—as well as businesses.

“I think this is a signal that we have a C-R-A that works that’s fair and now we’re going to have just one streamlined licensing process. And I think that’s a signal to investors that they should get in this.”

The bills would require a three-fourths majority vote of the Legislature.

That’s because they would change citizen-enacted legislation that created the state’s medical and recreational cannabis systems.
