Authorities say a 17-year-old driver who died along with her passenger when the station wagon they were riding in was hit by a semi-truck in Michigan's northern Lower Peninsula shouldn't have been behind the wheel.
The Traverse City Record-Eagle reports Haley Stevens of Kingsley had a learner's permit that required her to be accompanied by a parent, guardian or licensed adult 21 or older.
Undersheriff Nate Alger says investigators want to know how she ended up driving.
The Grand Traverse County sheriff's department says Stevens and 17-year-old Aubrey Fisher of Fife Lake died following the July 28 crash after they tried to go across U.S. highway 131 in Fife Lake Township.
Investigators have said the station wagon stopped at a stop sign before it continued on and was hit.
