Court testimony starts in Flint water rates hearing

Residents and Flint officials have testified during the first day of a hearing on whether the city failed to follow a judge's order to lower water and sewer rates.

The Flint Journal reports that some residents said Wednesday that their bills haven't been lowered.

An attorney representing residents in a class-action lawsuit against the city said officials miscalculated the ordered rate reductions and should not be allowed to turn off customers' water because of nonpayment of past-due bills.

City attorneys said bills for at least one customer who testified show a rate change.

The city said this month it's started sending disconnection notices.

Testimony is to resume Dec. 8.

The Michigan Court of Appeals had earlier rejected Flint's request to delay the hearing.
