Several changes to Holland city code allow for legal listing of owner-occupied homes on sites like Airbnb and Vacation Rentals By Owner, or VRBO.
Holland City Council unanimously approved the changes last week with several tweaks – such as prohibiting listings in certain areas like commercial districts. A provision taxing units similar to hotels was also removed.
It comes after active study by members of the Holland Planning Commission and other city departments.
The commission moved to forward recommendations to city officials in July.
The legality of the so-called ‘sharing economy’ has been a bit of a grey area in Holland and other local municipalities.
Prior to the new law, the model was mostly considered a violation of Holland city code – but didn’t seem to deter properties until city enforcement efforts last year.
Holland’s rules also add regulation to owner-occupied properties participating in the market.
Owners must be licensed by and registered with various city departments, agree to annual inspections and carry insurance that covers short-term rentals.
